The light from the sun (the yellow beams,) activates the titanium dioxide in the concrete of the building.Titanium dioxide is a Photocatalyst. Therefore, it needs light from the sun to begin ridding the air of smog.

That white steam coming off of the building is the titanium dioxide at work. This is th titanium dioxide turning pollution into a substance no longer harmful to the environment.

Biuildings with TiO2 could be placed at choice points in an air- polluted city, preferably the taller buildings, so that they are exposed to an adequete amount of sunlight.
